Project proposal discussed with the group mentors and redesigned. The revised project proposal covers primarily people with mental health problems (people with intellectual disabilities will not be covered by the present study), and to places more emphasis on legislative initiatives and their policy implications.

Individual mentor selected (Svetlana Polubinskaya). The redesigned project proposal discussed with the local mentor, suggestions taken into consideration.
Preliminary analysis of mental health laws in the UK , the Netherlands , Italy and selected CEE countries according to the project objectives. The results will be used during the study visits to Lithuania , Poland and Estonia .
Meetings with stakeholders: Chief Psychiatrists of the St. Petersburg Region, Special Advisor on Disability Issues to the Ministry of Health.
Analysis of Russian legislation and governmental policies promoting deinstitutionalized mental health care.
Participation in the conference of the Independent Psychiatric Association (June 2004, Moscow ) on mental health care reform. Some preliminary finding of the research have been presented and discussed with the participants.
Meetings with social care workers (interviewed with regard to their understanding of the opportunities for deinstitutionalized mental health care).
Liaising with national NGOs to discuss the implementation of the research findings (policy paper).
