Training: Conflict analysis and elaboration of recommendations

Project: GTZ Batken Capacity Building Project for Food Security, Regional Cooperation and Conflict Mitigation (b-cap)

Post Title: Trainer – Conflict analysis

 

The German Government funded b-cap aims at enhancing food security, regional cooperation and stability, chiefly through local capacity building. b-cap works with and through Government at national, oblast, rayon and village level and in addition with formal- and informal non-governmental structures at community level. b-cap helps build capacity including in the fields of agricultural production, processing, marketing, private sector development and the local implementation of food-for work programmes. b-cap provides advice, training, investment funds and other assistance to local self-government units and communities that are willing to realize their full potential to address the challenges facing them and are in need of outside assistance beyond the scope of their own capacity. b-cap actively supports civil society and helps build conflict processing skills at community level and thus fosters stability within the project area. The project’s target group is primarily the resource poor and vulnerable of the oblast, who encompass about half the oblast’s population of some 400,000 people according to poverty mapping using World Bank criteria.

 

b-cap since inception has mainstreamed the themes of do-no-harm, gender and environment into its activities. From proposed activities that initially appear beneficial those that are found to cause unintended harm are not pursued. b-cap All construction and rehabilitation work supported by the project has to minimize harmful environmental side effects with any remaining side effect being insignificant compared to the social or economical gain. The project and its local partners is active in approx. half to Batken oblasts 169 aiyls.

 

The aim of the training is to contribute to b-cap meeting the following project results/indicators:

 

Result A: Conflicts (including cross-border conflicts) and realistic recommendations for possible solutions are known to the appropriate state actors.

Indicator A: In 8 aiyl okmotu an analysis to identify latent conflict potential was conducted together with LSG. In case of positive identification of conflict potential solutions were worked out and communicated by LSG to the state.

 

Result B:          A village development matrix has been developed participatively and is implemented by the actors at village level.                  

Indicator B: In no less than 20 villages assisted with the innovation fund the matrix has been developed and is being implemented with funding from the innovation fund.

 

b-cap initiates three-day training for project counterparts and for two project experts  working in this field. The training met participants’ practical needs to carry out mainstreaming of ‘do no harm’ approach in the specific areas of their work, help them to understand the importance and necessity to mainstream ‘do no harm’ approach and principles of conflict mitigation in their programming, policy formulation and implementation in everyday practice, give practical knowledge, especially for two conflict experts, on how to develop recommendations and write policy paper. Agenda for the training is specifically designed to the needs of concrete audience.
