  • Economic costs of discrimination against the Roma minority in Bulgaria

    The objectives of the project are to conduct interviews and gather and analyze statistical data regarding government overspending in the areas of education, healthcare, welfare benefits (unemployment, social assistance and child-support) and the judicial and law-enforcement system; identify and recommend adequate programs that address problems of Roma discrimination while saving taxpayer money; and write and present a research and policy paper for the Ministry of Labor and Social Policy, Ministry of Education and Science, Ministry of Health and the World Bank.   • Effective mechanisms for citizens' participation in eGovernance Agenda

    The objectives of the project are to analyze efficiency of strategies for promoting citizen participation in eGovernment planning on regional, national and local levels with a special emphasis on potential benefits of involvement of Belarussian citizens, citizen groups and governmental officials in regional eGov initiatives; and write a policy study for civil society actors, donor institutions (SIDA, Pontis Foundation) and international organizations (UNDP Oslo Governance Center, in particular) for considering costs and benefits of the citizen participation mechanisms in order to assess  prospects for democracy promotion through citizens participation in eGov agenda in Belarus and neighboring countries.     The objectives of the project are toincrease academic and public interest in role of think tanks and lobbying in the policy process in the Czech Republic and Central and Eastern Europe; create an alliance of watchdog programs advocating for increased transparency in the mediation of interests through setting legal rules or informal codes in lobbying benchmarked on existing models in the US and the EU; to build a strategic partnership with important donors to help guide corporate philanthropy into policy-related research in the Czech Republic; and write research and policy study with policy recommendations for relevant policymakers and think tanks.     The objectives of the project are to analyze the state of e-government in Belarus, Ukraine and Lithuania; develop policy recommendations addressing the participation of Civil Society Organizations (CSOs) in e-gov policymaking, opportunities and risks of e-gov programming for parliamentarians; and write a research paper and policy study for e-gov strategy developers and stakeholders including the Belarusian Parliament, CSOs, and UNDP ICT projects, as well as international CSOs and agencies interested in supporting e-gov initiatives in the region.     The research will examine the formation of public opinion via both controlled governmental and spontaneous independent media regarding the issue of European integration; compare Hungarian and Romanian media perspectives on the issue of EU accession; analyze perspectives of the press that contribute to a mythical image of the process of integration into the institutions of western democracies without clarifying the burdens and responsibilities for joining these institutions; and develop a policy paper in the field of media.     The goals of the project are to analyze the current European Commission requirements for enlargement regarding media; organize a seminar on CEE media freedom at the European University Institute with alumni and current media policy fellows; propose a refined list of necessary EU criteria regarding media to be included among the requirements for enlargement; contribute to ongoing research on the monitoring and development of media in CEE by focusing on non-legal aspects of the process from the EU perspective (e.g. economic and political pressure on the media, journalistic professionalism, ethics, etc.); summarize and define necessary preconditions of democratic media for the accession countries; and write a research and policy paper for the European Commission and media monitoring groups.   • Financial accountability of political elites: Party funding in Southeast Europe

    The goals of the project are to research current party funding and campaign finance practices in five Balkan countries with an emphasis on legal regulation and 'visible' practice; propose hypotheses about the nature of 'hidden' practice in this area; develop a regional comparative analysis and strategies for reform in light of western democratic experience; analyze possibilities for the international community and non-governmental organizations to exercise pressure for reform; promote the formation of a team of experts focusing on researching and reforming local party funding regimes; and develop a policy paper on how the findings impact the future stability of Southeast Europe.
