2003 - 2004: Strategic environmental assessment to increase transparency in decision-making
The objectives of the project are to study the role of strategic environmental assessment (SEA) in the preparation of complex policy documents elaborating national and sectoral programs in the Baltic States with special focus on Estonian cases; review relevant international experience in the field of SEA; analyze the possible impact of SEA on the drafting process of various policy processes and documents; and write a research and policy paper for the Ministries of Environment, Financial Affairs, and Economic Affairs in the Baltic States as well as environmental experts consulting the ministries on SEA issues in those sates.
