2003 - 2004: Internally displaced persons (IDP) and non-IDP populations in Georgia: An evaluation of fairness in health financing
The aims of the project are to measure the fairness of health financing among internally displaced persons (IDP) and non-IDP populations residing in the Samegrelo Region of Western Georgia; examine selected households' contributions to the health system through taxes, social insurance, private insurance and out-of-pocket payments in relation to their capacity to pay; analyze the success of health financing reforms in Georgia since 1997 in achieving greater fairness; and produce a policy paper and elaborate specific recommendations for the Georgian Ministry of Labor, Health and Social Affairs and various policy making agencies and stakeholders.
